OCCUPATIONAL SAFETY

HSE MANAGER & EXECUTIVE

Health, safety and environment key figures such as manager and executives play vital roles for developing and implementing your organisational safety, health and environment programs.

 

For large organisations, the hiring of these positions are usually made permanent but when it comes to the Small and Medium Industries, permanent or long term hiring seems to be not the right business strategy for them as they may face the ups and downs of the economic stability.

 

Hence, installing contract HSE manager and executives through us give them some room for flexibility with negotiated terms and conditions while ensuring the welfares of those hired are taken care of.

SAFETY AND HEALTH OFFICER

Occupational Safety and Health (Safety and Health Officer) Order 1997 clearly outlines all the industries that require to hire a safety and health officer. They include;

  1. any building operation where the total contract price of the project exceeds twenty million ringgit;
  2. any work of engineering construction where the total contract price of the project exceeds twenty million ringgit;
  3. any ship building employing at peak of the work more than a hundred employees;
  4. any gas processing activity or petrochemical industries employing more than a hundred employees;
  5. any chemical or allied industry employing more than a hundred employees;
  6. any boiler or pressure vessel manufacturing activity employing more than a hundred employees;
  7. any metal industry where there is canning or stamping or blanking or shearing or bending operations and employing more than a hundred employees;
  8. any wood working industry where there is cutting or sawing or planning or moulding or sanding or peeling or any combination of the above, and employing more than a hundred employees;
  9. any cement manufacturing activity employing more than a hundred employees; and
  10. any other manufacturing activity other than the manufacturing activity specified in subparagraphs (f) to (i), employing more than five hundred employees.

SITE SAFETY SUPERVISOR

Regulation 25 (1), of the Factories and Machinery (Building Operations and Works of Engineering Construction) (Safety) Regulations 1986 [BOWEC], clearly stipulates that the main contractor shall appoint a site safety supervisor for the safety supervision on construction activities within the site. The safety supervisor shall perform the following duties;

  1. Inspect and rectifying any unsafe conditions at the construction site;
  2. Correcting any unsafe practices;
  3. Checking of sub-contractors’ work to ensure compliance with the Act and the Regulations made thereunder are complied with, and
  4. Liase with contractor’s safety supervisors appointed under Regulation 26 with respect to safety of work undertaken by sub-contractors.
AUTHORISED ENTRANT & STANDBY PERSONS

Workers who plan to enter a confined space must have the Authorised Entrant and Standby Person (AESP) for Confined Space certificate while the person who supervises their activities must obtain the AESP and Authorised Gas Tester and Entry Supervisor for Confined Space certificate. This will prevent from accident to occur due to poor conduct of the incompetent workers. We shall supply this group of workers to help you get the job done in any stage of your project.

OCCUPATIONAL HEALTH

OCCUPATIONAL HEALTH DOCTOR

To conform with the Regulation on the Use and Standards of Exposure to Chemicals Hazardous to Health 2000 (USECHH), health surveillance shall be conducted by Occupational Health Doctors registered with the department and shall have valid certificates. In compliance with this regulation, medical surveillances are conducted by the Occupational Health Doctors to protect workers exposed to, or likely to be exposed to, chemicals hazardous to health.

 

Apart from medical surveillance, Occupational Health Doctors are also responsible for carrying out health surveillance for employees who work in confined spaces to ensure the health of workers involved is in the optimum condition both physically and mentally. Health surveillance for employees working in confined spaces are as outlined in the Industry Code of Practice For Safe Working In A Confined Space 2010.

OCCUPATIONAL HEALTH NURSE

Occupational Health Nurse should complement the role of OHD . The OHN is expected;

  1. to manage cases – provide treatment, follow-up and referrals and emergency care for job related injuries and illnesses;
  2. to counsel and intervene in crisis – counselling workers about related illness and injuries, substance abuse and emotional problems;
  3. to promote health – health education programs that encourage workers to take responsibility for their own health;
  4. to advise employer on legal and regulatory compliance; and
  5. to assist in risk management. e.g. gathering health and hazard data, and using the data to prevent injury and illness.
